Consultation on Renewable Electricity Financial Incentives

This consultation seeks views on two mechanisms to provide financial incentives for the generation of low-carbon and renewable electricity; the renewables obligation (RO) and feed-in tariffs (FITs).

The RO is currently the main financial support scheme for renewable electricity in the UK. In order to ensure that the RO stimulates deployment of new renewable generation to the extent needed to meet our 2020 target for renewable energy, we plan to make certain changes to the RO by means of the next Renewables Obligation Order (ROO) which will come into effect on 1 April 2010. In summary, these are:

  • Extension of the life-time of the RO to at least 2037;

  • Introduction of a 20 year limit on support under the RO;

  • Removal of the 20 Renewable Obligation Certificate (ROC)/100MWh limit in the RO;

  • Retention of the existing fixed targets until 2015/16, with a headroom only mechanism after that date;

  • An increase in the level of headroom from 8% to 10%; and

  • Opening up the RO to include renewable generation outside the UK that meets specific criteria to help meet our EU target in the most cost effective way.

Building on the Government’s vision for a Low Carbon Industrial Strategy published earlier this year, the document to the left sets out a programme of targeted investment to provide real help now for businesses and households, creating and sustaining the jobs that will contribute to the UK’s prosperity in a new low carbon world.

Heat and Energy Saving Strategy Consultation

The Department of Energy and Climate Change (DECC) and the Department for Communities and Local Government (CLG) have jointly published a consultation on 'Heat and Energy Saving Strategy'.  This document sets out the Government's vision to 2020 and beyond, and seeks views on a range of policies which could help to decarbonise the way we heat our homes and businesses, helping us to reduce the UK's CO2 emissions and to contribute to the target of obtaining 20% of all EU energy from renewables by 2020.

The Government are inviting comments on three consultation papers that set out the near and longer term proposals for mobilising and supporting this change:

The Government aim's to formulate a successful strategy for national and local government to help people individually, and as a part of their community, to heat and power their homes and businesses in an affordable, secure and low carbon way.

    Severn Tidal Power Feasibility Study Consultation

    Consultation from the Department of Energy and Climate Change

    The study - which is now roughly half way through - is gathering and assessing up-to-date evidence to enable Government to decide whether or not to support tidal power development in the Severn Estuary. Ten potential development options have been considered so far (including barrages, lagoons, a tidal reef and tidal fence) and the Government is now seeking views on:

    • a recommended shortlist of schemes for more detailed analysis this year;
    • the scope of the Strategic Environmental Assessment that is being carried out within the feasibility study;
    • the issues the feasibility study is considering and how these are being approached.

    Scottish Government

    Economic and Community Benefit Study Final Report

    The key objective of the study has been to help the Western Isles to deliver economic and community benefit by identifying renewable energy potential, including the role for different scales of energy generation compatible with environmental obligations. A second objective has been to identify other opportunities for sustainable development initiatives across the Western Isles.

    The study was undertaken in conjunction with the key environment and economic stakeholders, Scottish Natural Heritage, Scottish Environmental Protection Agency, Comhairle nan Eilean Siar, Highlands and Islands Enterprise and the Scottish Government.

    Definition of Zero Carbon Homes and Non-Domestic Buildings

    Consultation from the Government Communities and Local Government

    This consultation relates to the definition of zero carbon homes that will apply for new homes built from 2016 (see section 1 for a brief overview of the proposals). It also seeks views on Government’s ambition that new non-domestic buildings should be zero carbon from 2019 (see section 8).

    Scope of this consultation:

    Government announced in Building A Greener Future: Policy Statement (July 2007) that new homes will be zero carbon from 2016 but acknowledged that the high-level definition set out in the policy statement might not apply in all situations and undertook to consult on the further detail at a later stage. This consultation takes forward that commitment by seeking views on a proposed definition which is intended to apply to all new homes. Government announced in Budget 2008 its ambition that new non-domestic buildings should be zero carbon from 2019 (with earlier targets for schools and other public buildings). This consultation seeks views on issues that will inform a detailed consultation next year on how to achieve that ambition and trajectory for doing so.

    Proposals in the "Sustainable Seas For All - A Consultation On Scotland's First Marine Bill" include:

    • Improved conservation to ensure a healthy future for Scotland's unique marine wildlife, including internationally important populations of seabirds
    • A new marine planning system and a streamlined licensing system to encourage economic investment in areas such as renewable energy
    • Measures to ensure a viable future for Scotland's traditional and new marine industries
    • The creation of Marine Scotland combining the efforts of existing bodies to act as a champion for Scotland's seas
